디지털기술의급격한발전으로미래환경의불확실성과복잡성이커지면서, 추세예측만으로는대응하기 어려워졌다. 이에 따라 기술 개발의 초기 단계에 있는 약 신호(Weak Signal)와 부상 신호(Emerging Signal)까지 주목해야 하며, 본 보고서에서는 이를 위해 개념기술(Concept Technology)과 구성기술(Component Technology)을 구분하고 대규모 논문·특허 데이터 분석, 전문가 델파이 조사, AHP 분석 등을 결합해 추세 신호 기술은 물론 약 신호와 부상 신호까지 종합적으로 살폈다. 또한 한국, 미국, 유럽, 중국의 국가별 R&D 투자 현황과 전략을 비교한 결과, 대부분이 부상 신호에 집중하되 투자 우선순위나 정책 방향에서 각기 다른 특징이 있음을 확인했다. 이러한 분석을 바탕으로 도출된 시사점으로는, 먼저 아직 시장화되지 않은 약 신호 기술을 선제적으로 발굴해 투자함으로써 혁신 기회를 창출해야 한다는 점이 제시된다. 더불어 인공지능은 인공지능 에이전트(AI Agent), 신뢰성·위험·보안관리(AI TRiSM), 개발자동화(AI Augmented Development) 등다양한응용분야에서급속히실용화 단계로 진입하고 있음을 확인할 수 있다. 끝으로, 이 보고서에서는 과거 데이터 기반 예측 정확도 검증과 전문가 판단을 결합한 탐지 기법의 고도화, 그리고 연 단위가 아닌 실시간 기술 추적 체계를 구축하여 신속하고 유연한 R&D 및 정책 의사결정을 지원의 필요성을 제안했다. Through this approach, we examine not only trending technologies but also Weak Signals and Emerging Signals in a comprehensive manner. We also compared the R&D investment status and strategies of South Korea, the United States, Europe, and China, confirming that most countries concentrate on Emerging technologies yet exhibit distinct priorities and policy directions. Based on this analysis, one key takeaway is that we must movebeyondtrend-followingstrategiesandproactivelydiscover andinvest intechnologies that have not yet reached the market, thereby generating opportunities for innovation. In addition, artificial intelligence has rapidlyentered thepractical stagein various applications, includingAI Agents, AI TRiSM(focusingonreliability, risk, andsecurity), andAI Augmented Development. Finally, this report proposes strengthening detection methods by combining historical data-based forecast accuracy checks with expert judgment, and establishing real-time technology tracking systems—rather than relying solely on annual updates—to support swift and flexible R&D and policy decision-making.
